Can't click on Windows update icon.

I click on the Windows update icon from Windows settings but the Windows update settings won't open. I used disk cleanup, clean boot to figure out if any third party service or program is interfering and every time I did troubleshooting it detects a problem and fix it. Every time. But that doesn't solve the problem.
