Why do so many items in Device Manager show as "Not Started"?

None of my network adapters show as started in Device Manager under events. They show as "Device Not Started" with the information (had a problem starting "Problem Status: 0xC00000E5" None of the troubleshooting methods I've tried have made any difference. While searching for an answer, I found that my Device Manager was riddled with many other instances of hardware and other system components "not started". Unlike the Network Adapters, these other components respond to troubleshooting methods resulting in "Started" while a few only then show as "Configured". I discovered that none of the Soft
