Windows 10 1903 - Issue with sccm content download

I am having an strange issue in with Win 10-1903 (VMs) only, my clients on 1903 are not downloading the content for anything (Apps,Package,Update etc), this behavior is unusual as I have 1803 and 1809 clients works perfectly with same client policies,GPO,Firewall everything is exactly same. also these clients (1903 and 1803/1809) have no connectivity on Internet.

 

Another interesting fact, when I give my 1903 clients internet connectivity they starts working perfectly downloading the content fine.

 

I know this issue is related to BITS mostly, but cant figure it what is wrong in 1903 in particular, I am wondering if anyone else have face the similar problem on win10-1903

 

Please help me understand, what might be wrong in case of win10-1903.
