Win 10 Pro 1903 Printer and Faxes not displaying properly

I have Windows 10 Pro x64 1903 with 2019-06 cumulative update installed.

 

As noted in this picture, when trying to manage a printer, you click on the printer in question and the printer below it does not lower out of the way to let you click on the buttons.

 

 

 

You can use the tab key to highlight the buttons, then press ENTER to activate the button.

Others have noted that this only happens for not admins. Additionally, in 1809, the Remove Device button was there, now it is missing.
