Failed Update with Windows Update Service

Windows Update Service continually tries to download an update for Office XP Service Pack 3. The install always fails. I have never had Office XP on my PC. The troubleshooting I have tried are first, to use the "hide" feature but it still returns after a reboot and second, I found one registry key with a reference to Office XP Service Pack 3 which I removed. The update still downloads and the install always fails. I noticed that if you search Google, this problem of the reoccurring and unremovable update for Office XP Service Pack 3 has been around for years.
