The hardware acceleration from some applications (i.e. chrome) will make the monitor shutting down (have to unplug the vga cable then replug), it can be fixed by stopping the hardware acceleration in application's setting. I found that in current windows version (1803 or later), the stop of hardware acceleration button from intel graphic setting has disappeared and seems no clear solution how to make it appeared again after searching information on Internet. My company computer is used by multi-user (2-3 only that they belong to same department) and the chrome hardware acceleration is user specific. If I can login the specific ad user accounts first then stop the hardware acceleration manually it would save me a lot of time that the user receive the monitor shutting down and I have to go to have a first-time fix for a single computer few times.
