Windows Defender Disabled and wont re enable

So heres the deal. A little while ago, my windows security center started acting up. It keeps giving me a message that my access has been limited ( see attached screenshots)

 

 

Ive tried everything i can think of short of gpedit (windows home so i aint got access)

 

Ive used the super admin to enable defender through commands. Worked for like five minutes. I downloaded malwarebytes and ran a security scan. It found nothing whatsoever. Uninstalled it hoping to see if that would reenable defender. For the life of me i cant get it to turn back on. Just keeps giving me those messages. So im wondering if any of y'all out there have any solutions to get my defender turned back on for good? Any help is mucho appreciated. Thanks.
