Microsoft Store apps updates/installation

We have disabled the Store with GPO but allowed to updates for the apps. We do not (yet) have private Store available.

 

After some Windows updates, like July 2019 for Win10 1809, calculator stops working for some computers and gives message to download from Store but the GPO blocks that.

 

Same apply to Sticky note that stops working for some users after windows updates installation and so far no instruction found in the web has been able to fix/repair the application installation.

 

Is it possible to download "offline" installation for MS Store apps?
