Explorer displaying modified dates 1 hour earlier (Daylight savings?)

Hi - I have just noticed that Explorer is timeshifting my modified dates by -1 hour. Note: it is currently Daylight Savings here in Sydney.

If I grab the modified dates from the files using:

forfiles /C "cmd /c echo @file @fdate @ftime"

...they show the correct time (say 14:45), but in Explorer this same file would show 13:35 as the modified date. I know when my files have been created (in this example, taken by my camera at 14:45 - not at 13:35).

This is not expected behaviour and I would love to know why and how to stop it.

Many thanks for your time,

David
