Group Policy structure

How are group Policies pushed down through the Active Directory architectural structure? I want to only push a policy to one level below and nothing to the second third and forth level. I have enclosed a sample of my thought process. I am trying to push a policy from the Machine OU, but only want it to apply to the Win 7 boxes and nothing above and/or below Win 7.
