Periodically, my users cannot connect to workstations in our domain, via VPN or MSTSC. They get this error:

 

"Remote Desktop can't connect to the remote computer for one of these reasons:

1) Remote access to the server is not enabled2) The remote computer is turned off3) The remote computer is not available on the network"

 

I confirmed the power settings do not let the PCs go to sleep mode. It affects domain admins, so it's not an account issue. The "periodic" part of this issue makes this difficult for me, as I do not know how to test this consistently or what would make it work at times and not others. Any ideas?
