Re-occuring Offline Files issue - Folders go offline randomly

I have about 60-70 users and over the last few years I have 5-6 cases a year where a users home directory will go offline and stop syncing to the server. Most of the time, no one catches it because it does not give you much of a notice or error that anything has changed so normal users do not see it. So they keep using it with their changes only being updated in the CSC and never replicating to the server. Then I replace their computer for normal PC replacement cycle... they get their new machine and they are missing months of work. I then have to go back to their old computer and find what has not synced.

 

Even when I go into Sync Center.. I dont get any real tools or options to force it to sync.

 

Why does the offline-sync randomly stop working and why doesn't sync center have a "force sync" button and makes it work? Anyone else experience this?
