new computer

I have a new computer in office. someone must have tried to log in previously. I go to set up a new person for the computer with email address on Gmail password and DOB. it gets to the pin screen but won't allow me to enter or skip. I am unable to go any further in opening up the computer. I don't know if windows softward has been loaded or not.
