Clock jumping decades in time

Every time I restart my Windows 10 computer the date and time are set to 2091/1/1 12:00 AM.When I try to "set time automatically" or "synchronise my clock" it takes a very long time and eventually fails.When I try to set the time and date manually it won't let me choose the current year 2022(it stops at around 2076)
