CPU usage stuck at 2.00 GHz in games with 100%cpu usage

well half year ago I updated my laptop from window 10 to 11 then about 3 months ago I got it back to windows 10 ,My problem is that my CPU now working very very slow and it get stuck on 0.91 GHz fast I fixed it with ThrottleStop and its now working well when I do any thing but when I play any game the laptop stuck at 2.00ghz with CPU usage 100%.So any help please,My CPU is intel core i5 1035G1
