Computer Will Not Install Updates (Error 0x80071a91)

Hello, I have been trying to install updates on my Windows 10 PC, but I keep getting error code 0x80071a91. I have ran Windows Update Troubleshooter, an SFC Scan, and have even re-installed Windows twice. No matter what, I continue to get the same error. I have also ran DISM Restore Heath, but it gives me Error 6801 "Transaction support within the specified resource manager is not started or was shut down due to an error." I'm not sure what else I can do, and cannot run certain programs on my PC.
