Windows 11 new PC build -- Won't power off after successful shutdown and won't fully restart when restart selected.

Issues from initial build:When selecting shut down, the Windows 11 PC shuts down but never turns off. Must use the power button for 5 seconds to turn off the power.When selecting restart … the PC begins the restart cycle … screen goes black … but PC never restarts.
