How do I get my Desktop Icons back, and get rid of this horizontal white bar where my icons are stacked and have disappeared?

Desktop Icons have been replaced by a transparent, horizontal bar, and are stacked on top of each other. I can't see the icons anymore, but they are not off scsreen. You can click on the white bar and pull up a folder that is on desktop, or recycling bin. I cannot get that horizontal bar to go away, and cannot get my icons to show up on the desktop. I cannot add new icons without the Horizontal bar sucking them up and stacking them in the void, with my other icons. Heres a screenshot of What I am talking about. You'll notice I put hovered the mouse over a folder, that contains several files. M
