Why does my Mouse and Keyboard have delay unless I have some form of audio playing?

So my mouse will skip and jump across my monitor and my keyboard won't read all my inputs. However if I have music playing or a video going all of those issues go away. It's a very odd problem and I can't think of a fix to it I already made sure everything was up to date and restarted my PC however the issue remains unless I have some form of audio playing. I just can't make sense of it and it's frustrating me.
