Cannot factor reset Microsoft Surface 3 sucessfully

I have a Microsoft surface 3 and would like to give it to a family member. In doing the factor reset process -- it now shows only an account for "User" and requests a password. Nothing I've used in the past works -- and I've done multiple resets and it won't reinstall Windows (says unsuccessful and undoes the process) and I cannot login -- how can I get it to reload windows 10 and fully reset?
