Essentially, SP2 is a Service Pack to fix known problems in the original

Windows Server 2003 product.

 

R2 (Windows Server 2003 R2) is an upgrade to Windows Server 2003 that adds

significant new features.

 

Service Packs are free. R2 is a "new product" and requires the purchase of

a new license to use it.
