New Monitor, Icons and some pop up windows don't appear.

Hi,I got a new monitor BenQ EW3270U. Connected with HDMI. Icons, right click > properties and task manager don't show up (Ctrl+shift+ESC, Ctrl+alt+del, win+r tskmngr, win+x task manager).When I try my old monitor, it works fine. I want to use both of them at the same time. BenQ as primary screen and the old one as secondary. When I boot the PC as BenQ is the primary screen, I have this issue. If I set the old monitor as primary and reboot, the issue is gone.I tried different Hdmi ports, SFC and DISM commands, reinstalled Nvidia drivers (gtx 1080), unplugged display and power cables, unplugg
