high cpu usage of ntoskrnl.exe DbgSetdebugfilterstate thread

Hi,The issue is with brand new HP AIO i5 1235u, 8GB ddr4 and 256 SSD+1TB HDD. CPU is getting max out 1 or 2 times daily, not on any specific time. Task Manager displayed 'system' process is taking 60-70% CPU causing hang situation. Sometime the PC come back to normal after 10-15 minutes. Today I was forced to restart the PC. Process explorer displayed DbgSetdebugfilterstate taking highest CPU thread. Appreciate if you could help me to resolve this issue.
