Windows Update related windows have broken layout (CSS file missing)?

Hello, this issue has been bugging me for a long time now.Every time I have messages displayed in windows before or after some Windows Update that are related to the update ("Welcome to the new update", things like that), the layout is completely broken, like a web page trying to display without the proper CSS file. This is even more of a problem when those pages try to ask me choices, because a lot of the time I can't read anything.The new PC Health Check happens to have the exact same problem.
