FTP user access

Hello,

 

How can a FTP site be set up to accept one user id?

 

How does anonymous access work? What user name and password should be

assigned? Is the user name and password a domain level one or a local one to

the ftp site?

 

I am having problems allowing an account to connect to the ftp site. It

says that the access is denied. Please help.
