what can i do to fix my computer

when i start my computer op all the lights on the motherboard blinks in the sequence of red orange white and then green before it starts op normally but it is still much more slower than it should be i have tried everything reinstalling windows typing every command in cmd promt both from the homepage and from advanced start when i try to do the bootrec /fixboot it says that acces is not allowed i cant ether do the repair start because it says d:\windows\system32\logfiles\srt\srttrail i have some pretty good specs with my i9 11900 and my asus 3050 rtx i have 32 gb ram and the samsung 980 pro 1
