problem with instaling apps.

ok hi, so I have a problem installing apps. once I install it, it says api-ms-win......dll was not found. when i insert it with dll-files.com, it gives me the first error (picture 1). when i looked around a bit, it asked me to install the security update KB2999266. when i downloaded the standalone installer and opened it, it gave me an error (picture 2). this happens on every single app I install. and also windows update just doesnt work for some reason.
