Defender: turn off Cloud-Delivered Protection and Automatic Sample Submission off permanently

On this Windows 10 machine (10.0.19045 Build 19045) after every bigger update, Windows Security warns me that "Cloud-Delivered Protection" and "Automatic Sample Submission" are not enabled:And I intentionally turn them off (and need to provide the Administrator password when doing so). But after the next system update, Windows Security prompts me again to enable these features and I have to decline both of them again. This repeats over and over again, I don't know how often I've declined these offerings over the years :-)So, this is not a new problem, happens on another Windows 10 machine as w
