How to fix a charging problem with my laptop a constant change between charging and not charging only when the laptop is on on

Recently my laptop has been giving me a problem involving my charging system while it is shut down it charges just fine but when i turn it on it will constantly change from charging to not charging, i want to be able to charge it and still use it at the same time for work. I have tried cleaning the ports and changing the outlets,i established that the charger works just fine, trouble shooting battery and it says nothing, using device manager and attepmting to update and disable+renable them, closing all background apps and apps that consume power, removed all devices from the computer.
