Gibberish instead of Open file or Install, and sfc error "There is a system repair pending..." even though there are no repairs pending.

Today when i tried to install a font, i noticed that theres gibberish instead of open or install option. For some reason i cant add a picture, but where its supposed to say install its Nmbejąb, and where its supposed to be Open theres Mru-px. I tried running sfc /scannow, but it wont let me, stating that there is a repair pending, and to reboot my windows and run sfc again. I did reboot windows, and it didnt do anything. Any idea how to fix it?
