nothing works for around 20-30 seconds on startup

When I turn on my computer (whether its waking up from sleep, restart or shutdown) , nothing words for 20-30 seconds. The windows search bar bugs out and becomes an opaque box that stays there for a while. After 20-30 seconds everything suddenly works. No programs load for the 20-30 seconds, sometimes the search bar does work but it seems to be every 1/4 times.Also whenever I launch any kind of browser it takes 20-30 seconds for the browser to be functional, I type something in and it takes 20-30 seconds for the search to actually show the page.
