"Error: Access denied" message displayed when I try to encrypt a folder using command prompt

I am trying to encrypt a folder, however, as I tried using the command: " fsutil behaviour set disableencryption 0 " in command prompt, it says: "Error: Access denied". What do I do? How can I bypass this? And what is causing this?
