Why do I have two Documents folders?

This PC > Folders > Documents

 

 

This PC > Windows (C:) > Users > [me] > Documents

 

 

I thought the "Documents" folder at "This PC" was a convenient shortcut, not a frustratingly confusing partial similarity to something else with the same name??
