Voice recording virus warning in my laptop

As I am on my laptop, I get a recorded voice stating a virus warning that takes over my laptop and tells me not to shut the page or they will shut my laptop down. It tells me to call a number on the screen to be walked through step by step to get rid of it. It's loud and threatening. Is this from Microsoft or Windows? It tells me my network is infected and they don't want it to spread or affect them. I do not know who this is from. I shut the page anyway and my pc still works. What can I do to find out what it is and how to get rid of it?
