Job stuck in local machine print queue

Job stuck in local machine print queue but not server print queue. We have 4 Copiers/printers on the network and 2 just printers. The 4 copiers are forced down by GPO and the 2 printers are connected to 5 people for local use. We have 75 users and this happens to one or 2 users a day. Restarting the local print queue does nothing. We have turned off bi-directional printing. To clear the print job the user either has to restart the network PC or log off and log back on to clear the stuck job. Anyone else had this issue?
