My HP Laptop, with Windows 10, installed some Windows updates. After rebooting, I can log in to Windows, but after a short delay I get "Windows 10 upgrade - Your PC ran into a problem and needs to restart. We're just collecting some error info and then we'll restart for you."

 

This happens every time. I turned off the laptop completely turned it back on and the same thing occurred.

 

I tried to use the Media Creation Tool, and then repair Windows 10 with it, but Windows said it could not repair the problem.

 

I can get into Safe Mode, and the computer functions without rebooting.
