How to install on a laptop that has been completely wiped? + no Install discs

I want to buy a laptop from eBay.

 

The laptop has been completely wiped - it's a ex company laptop.

 

 

It says the license is included.

 

No install discs are included.

 

I cant rely on restoring from an image store on the laptop.

 

 

How can I install Windows?

 

 

And is it possible to get the Windows 10 free upgrade still?
