Cant Delete File

Try to delete one folder which just happens to be steam which i was reinstalling. It asks me for administrative access then it says i need permission from RAZER-BLADE/ausi which is the local account on my computer( I signed in locally to try and delete and change ownership but no success) I try to change ownership which didnt work for a while said i didnt have permission and something about failing to enumerate containers or something. I downloaded a program called unlocker. which i read helped to delete files it didnt work said it failed. I also tried to use TotalCMD. I dont know what else to do
