No administrator Account and Windows 8 PC wont startup

I booted up my PC today and I found that it started automatic repair but it did not work. I tried refreshing the PC but it said the hard drive was locked. After rebooting a second time it said there were no administrator accounts on the PC. I have tried everything and nothing seems to work. I NEED HELP QUICKLY.
