Ransomware with Satan cryptography, Policy Group overriden

I'm attempting to undertake the task of removing the trojan encryption from ransomware still on my system. Along with that trojan, my RPC features are locked with host file point my DNS to malicious servers. The GPO has an override set to where I'm unable to install software from VB code fixes to commercial software. I'm very limited in what I'm capable of doing. I have legit tools, yet without the right of running the legacy or msi files they are useless. Suggestions or immediate help would be appreciated.
