Schedule a Time Not available - critical for unattended compuer

We have an unattended Win 10 Pro desktop that is functioning as a file server for QB and ACT. There is a setting in Settings>Update & Security>Restart Options to Schedule a time to finish installing updates including a restart.

 

This was promised in Creators Update but not on this computer V 1703, build 15063.418, yet on another computer v 1607 it works! So what gives. We really need this badly on the unattended computer.

 

 

Another wrinkle is Maintenance is set to run at 3 AM, yet it runs at any old time with no discernible pattern.
