I'm getting error (0x800705b4) when I install Windows Updates. How do I fix this?

The inability to install updates started in June with. "2017-06 Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB4022715)." The issue is continuing with the latest updates for July. Interestingly, the Windows Defender Updates are installing without issue.
