Why is my Cortana turned off because of company policy when I am not part of a company???

I had a virus so I completely restored my computer and afterwards I can't get Cortana, and some other things. The biggest thing is that it for most of my problems says I can't get Cortana or_____ because it is against company policy. I am not now nor ever have been on any company line to have it associated with any company. Can someone please help me with this??
