windows 10 Driver setup program won't run in windows 10 compatibility mode.

(1) My Brother P-Touch PC printer driver setup program for Windows 98 won't run in windows 10 compatibility mode.

(2) When I run the compatibility troubleshooter for this file it always defaults to Windows XP (Service Pack 3) regardless of what I set the Compatibility Mode to.

(3) When I run the Program Compatibility Troubleshooter in setting the file doesn't even show up in the list of programs. The dialog says "If you don't see your program, select Not Listed to browse to the program file" When I do that it loops around to the Program Compatibility Troubleshooter image above.
