Error Code : 0x803F8001 when trying to download game

When i attempted to launch my game, originally i got a message saying to check my account and the game was currently not available to me (when i had just played it a couple days before) so i tried uninstalling then reinstalling the app and now im getting this error Code: 0x803F8001...ive looked at several similar posts where others have had the same problem and tried their ideas to fix it with no luck... tried the toubleshooter, running the powershell script, and a few other things.... Does anyone have an idea of how to solve this issue?
