winver 1703 - Control Panel \ dual monitor

I have been running Dual monitors under Windows 10 for some time.

 

 

Recently one of the monitors is no longer being recognized.

 

 

I researched others who've described similar problems and learned that it may be related to winver 1703 which is the version I am running.

 

 

The Display Icon no longer appears in the control panel.

 

 

I have deleted and replaced the Intel HD Graphics 4600 driver and no change.

 

 

Is there any way to work around this problem?
