.NET Framework removed in Windows 10 v1703

In the previous version of Windows 10, .NET Framework 4.7 failed to install 25 times via Windows Update. Then Windows 10 version 1703 automatically installed and removed all update history. It also removed all versions of .NET except .NET version 1.1.

 

Is .NET not needed any longer? If not, then why couldn't Microsoft at least warn us that .NET was being removed?
