Cannot disable touchscreen as Windows 10 re-enables it every time I reboot

I own an Acer all-in-one which recently had a cracked screen, which means if I use it without disabling the touch-screen, there's lots of fake taps which make things much harder and annoying to do.

 

 

I reinstalled Windows on it and used device manager to disable my touchscreen. However, it's not a permanent solution, as every time I reboot, it seems to enable itself, and the fake, annoying taps are back. I've tried uninstalling the touchscreen driver altogether, but it just comes back whenever I reboot.

 

 

I even tried updating to the Creator's Update, and still nothing. Am I missing something here?
