Windows 10 Defender Security Center not displaying correctly

I'm having a problem with security center not displaying correctly after reformatting my windows 10 pc. the graphical icons display, but there is no text displayed that explains what each icon is for. Same goes for the settings page for security center... the toggle switches display, but nothing else. Lastly, when I click on any of the graphical icons on the main page, the security center app abruptly closes.

 

 

Thinking that maybe the text was not visible due to using the dark theme, I also tried the light theme. Doesn't work with either theme. I've also tried rebooting. I've also removed the malware program I was using (hitman pro.alert) thinking maybe it was conflicting with defender. Still doesn't work. I updated my nvidia graphics drivers to the latest, but didn't help. I've officially ran out of ideas.

 

 

If it helps, I'm using Windows 10 version 1703 for x64 with the latest cumulative update.
