Can't open settings on two different Surface Pro 3's...only found mickeymouse solutions online

Several months ago I found my SP3 with Windows 10 wouldn't open the display settings, only to find out it wouldn't open ANY settings. Looked online and found some mickeymouse solution about creating a new user account, and migrating all your settings to that account. In recently checking and updating my father in law's machine, same model bought about the same time, I found the same issue. Since it had been several months, I figured there would be a real fix somewhere for this. No, I just find a 94-page thread here that was closed by the moderator as "answered".

 

 

REALLY? Your answer to Windows 10 on Microsoft's OWN hardware not being able to access settings is to expect users to waste their time starting a new account, then migrating all their stuff to the new account?? Until it happens again, then just do it again?? What kind of useless support is this, and do you really expect me to EVER buy Microsoft hardware again? Apparently the old days of being able to access the MS forum or Usenet forum, where there were MVP's who were genuinely interested in fixing things, read the messages before replying, and would have never considered this to be a "fix" are gone forever.

 

 

Since this is happening on two separate machines, I think it's safe to assume that it is NOT some glitch I've introduced by settings. These both originally came with Win8 and were upgraded to 10 as it was available. Both show the same behavior, try accessing the display settings or the general settings and nothing happens. Rebooting seems to fix it temporarily, but wait a few minutes and it does the same thing.

 

 

I can't believe there were 98 pages of "me too's" in that ONE THREAD, and the best they could come up with is to start a new user account. Why not just tell them to restore the whole machine to factory new every time it happens? Ridiculous. Are there any REAL fixes for this issue?

 

 

I bought the SP3 for travel, and while it's a great machine when it works, there have been numerous times I've had to take my reliable 2010 Win7 Toshiba laptop instead, because either a forced update has left the machine unusable, some glitch like this settings thing shows up, the wifi stops working for no reason, or I just need a machine I can rely on, even if it is 3x the size and weight.

 

 

Rant over, but does anyone know of a REAL fix for this issue, or why it happens? Please don't tell me to make a new user account, or to open the settings menu after I reboot, and just leave it open all the time. SP3, Win10pro, whatever updates have been pushed out, don't know the version as they don't display it any more.
